Legislation Would Close 9 Million Acres of Utah Public Land to Riding

PICKERINGTON, OH – April 23, 2013 – (Motor Sports Newswire) – Bills that would close 9.1 million acres of Utah public land to off-highway vehicles have been introduced in Congress, the American Motorcyclist Association reports.

U.S. Rep. Rush Holt (D-N.J.) introduced H.R. 1630, and U.S. Sen. Dick Durbin (D-Ill.) introduced S. 769, on April 18. Both bills are called America’s Red Rock Wilderness Act and would designate more than 9 million acres of Utah public land as Wilderness. Once land is designated as Wilderness, no vehicles, including motorcycles, all-terrain vehicles or bicycles, are allowed on that land.

Included in the 9.1 million acres are existing OHV riding areas around Moab, the San Rafael Swell and Chimney Rock. These popular OHV areas represent some of the most important remaining OHV recreation areas in Utah, and are some of the most popular with responsible OHV riders. The targeted areas also include existing roads and developments.

Passage of the legislation would have a significant, negative effect on local economies already struggling to recover from the recession.

“It is outrageous that Rep. Holt of New Jersey and Sen. Durbin of Illinois would attempt to bypass the Utah congressional delegation to shut down 9 million acres in Utah to just about everyone but hikers,” said Wayne Allard, AMA vice president for government relations. “This legislation is also puzzling because much of the land in question doesn’t come close to meeting the definition of Wilderness that’s spelled out in federal law. According to the Wilderness Act of 1964, Wilderness can only apply to land ‘retaining its primeval character and influence, without permanent improvements or human habitation.’”

On April 18, the Republican members of Utah’s congressional delegation sent a letter to their congressional colleagues asking them to withhold their support for the legislation.

The lawmakers, Sens. Orrin Hatch and Mike Lee, and Reps. Rob Bishop, Chris Stewart and Jason Chaffetz, wrote: “In fact, Utah elected officials, including the governor, state legislative leadership, rural county commissioners and Utah’s Republican and Democratic members of Congress have unanimously opposed this bill.”

“The Utah delegation is not opposed to preserving wilderness-quality lands,” they wrote. “In fact, several members of the Utah delegation are working on a Utah lands bill based on input from state and local government officials, conservation groups and other stakeholders. This will be a balanced bill that provides for both conservation and development opportunities in a locally driven, transparent process.”

Allard, a former U.S. senator representing Colorado, added: “The Utah congressional delegation is doing this properly by making it a bottom up process with input from affected citizens and communities instead of a top down process from Washington. The Wilderness area the New Jersey member is attempting to force onto the people of Utah is almost twice the size of his state with no public input from the people of Utah.”

Boy Scouts of America and The Salvation Army receive ATVs for youth initiatives

The donation, valued at $100,000, is part of Polaris’ long-term partnerships with the two organizations, focused on youth ATV safety practices and outdoor sports.

Arctic Cat Hires Tracy Crocker as ATV Division Vice President and General Manager

In this role, Crocker is responsible for growing Arctic Cat’s all-terrain and recreational off-road vehicle (ATV/ROV) business, while improving overall profitability, overseeing product development, building and executing a global strategy, and identifying and developing new opportunities that deliver on Arctic Cat’s financial and strategic objectives.

Crocker’s business background includes a variety of executive leadership, and sales and marketing assignments. Most recently, he served as the senior vice president of Ecolab’s hospitality, healthcare and commercial markets businesses. Kandi Technologies, Corp. Announces the Government Subsidies to 3,000 Kandi Pure Energy Vehicles

JINHUA, CHINA – October 17, 2011 – (Motor Sports Newswire) – Kandi Technologies, Corp. (the ‘Company’ or ‘Kandi’) (NASDAQ: KNDI), a leading Chinese supplier of off-road vehicles and developer of pure electric vehicles (EV), today announced that an inauguration ceremony for a new energy vehicle promotional campaign of Jinhua City was sponsored and held by Jinhua Municipal City at the facility of Zhejiang Kandi Vehicles Co., Ltd., a wholly owned subsidiary of the Company, on October 12th, 2011.  The ceremony was hosted by the Director and the Deputy Director of Economic and Information Technology Commission of Jinhua, Mr. Hongshen Jin and Mr. Zhongjun Li. The Deputy Mayor of Jinhua City, Mr. Zhongliang Jin, and the Chairman and CEO of Kandi, Mr. Xiaomin Hu, attended the ceremony and delivered keynote speeches.  Other distinguished guests included the heads of the Municipal City Development and Reform Commission, the Economic and Information Technology Commission, the Public Security Bureau, the Finance Department, the Technology Department, and other relevant departments of the Jinhua Municipal City.

The objective of the ceremony was to promote the sales of electric vehicles in Jinhua City through government financial subsidies to consumers who purchase Kandi pure EV. A Kandi pure EV is priced at 43,000 RMB (approximately $6,750).  To encourage consumers to purchase the electric vehicles, Zhejiang Provincial Government and Jinhua Municipal Government will provide subsidies of 32,000 RMB (approximately $5,024) to the buyers for each of the first 500 Kandi pure EV, 20,000 RMB (approximately $3,140) to the buyers for each of the next 1,000 Kandi pure EV, and 16,000 RMB (approximately $2,512) to the buyers for each of the following 1,500 of Kandi pure EV.

(Amex: ATC) announced today that its Board of Directors elected Lance Morgan as a new independent director. Mr. Morgan, 43, is the founder, president and Chief Executive Officer of Ho-Chunk, Inc., an economic development corporation of the Winnebago Tribe of Nebraska. He is also a partner of Fredericks Peebles & Morgan LLP, a national law firm specializing in Indian law, economic development and Indian gaming. As founder of Ho-Chunk, he helped lead the company from a start-up in 1995 with no revenues and one employee to what is now a tribal conglomerate with more than $200 million in revenues, 1,100 employees, and operations in diverse industries, including Native American tobacco products, Native-blended gasoline products, hotel development, retail products, government contracting, modular homes and Indianz.Com, the largest Native news and information Web site. Company Continues to Focus on Building a Solid Foundation for EV Sales in China

JINHUA, CHINA – August 15, 2011 – (Motor Sports Newswire) – Kandi Technologies, Corp. (NASDAQ: KNDI), a leading Chinese supplier of off-road vehicles and developer of pure electric vehicles (EV), today reported improved financial results for the second quarter and six months ended June 30, 2011, highlighted by double-digit growth in operating income and adjusted net income (described below) on modest revenue growth.

Second quarter 2011 financial highlights:

  • Revenues increased 2.3%, to $10.1 million, from $9.9 million a year earlier, reflecting continued strong growth in go-kart sales. Sequentially, sales were up 22% compared to the first quarter of 2011
  • Operating income increased to $0.8 million, up 18.4% from $0.7 million in the second quarter of 2010
  • Net income more than tripled to $3.6 million, or $0.13 per diluted share, compared to net income of $1.2 million, or $0.05 per diluted share in the same period last year. The non-GAAP adjusted net income (described below) grew by 24.6% as compared to the second quarter of 2010
  • Working capital surplus of $23.0 million at quarter-end, improved from working capital surplus of $18.5 million at the end of 2010
  • Cash, cash equivalents and restricted cash totaled $36.1 million at quarter-end, which equates to $1.26 per fully diluted share, a 43.7% increase from $25.2 million at the end of 2010

While unit volume remained low, we also realized higher per unit revenue in our super mini-car business. Our successful financing last year greatly strengthened our balance sheet and cash position, which will permit us to grow our EV business in China as the pace of infrastructure development advances. Over the past few months, we have greatly solidified our positions in Jinhua and Hangzhou, where we made significant progress in strengthening our relationship with State Grid to create the infrastructure needed to foster widespread adoption and use of EVs in China. We continue to believe the anticipated success in these cities will serve as models for many other cities and regions in China. We are committed to our technology and continue to invest in developing the products that will provide efficient, low-cost new energy transportation to the growing Chinese market.”

To support its ongoing development efforts, Kandi continued to invest in research and development to improve existing products and foster new products. During the quarter, the Company invested $0.6 million in research and development, an increase of 43.5% from the second quarter of 2010. Over the first six months, research and development increased 46.1%, to nearly $1.1 million when compared to the comparable period of 2010.

Second Quarter 2011 Results

The modest increase in second-quarter revenues reflected significant increases in sales of go-karts, which nearly doubled to $6.2 million. The second quarter gross profit was $2.3 million in 2011, as compared to $2.4 million in the second quarter of 2010, while gross margin decreased to 23.1%, from 23.7% in the prior year, primarily as a result of a shift in product mix during the quarter. The Company’s operating income was $0.8 million in 2011, compared to $0.7 million in the second quarter of 2010. Year-to-date operating income more than doubled to $1.7 million from $0.7 million in the prior year first half.

The Company’s net income totaled $3.6 million for the quarter, or $0.13 per fully diluted share, as compared with net income of $1.2 million, or $0.05 per fully diluted share, for the same period of 2010. Without the convertible notes, warrant and option-related charges, non-GAAP adjusted net income increased 24.6% to $1.3 million, compared to $1.1 million in the same period of 2010. In the first six months of 2011, reported net income including changes in fair value was $9.6 million or $0.33 per diluted share. Excluding these items, non-GAAP adjusted net income was $2.0 million or $0.07 per share on 28.8 million fully diluted shares

Building the Foundation for EV Leadership

As previously reported, in the second quarter of 2011 the Company made significant additional progress in building the foundation for future EV sales. Of note, the Company:

  • Received formal provincial government approval of RMB 15 million ($2.3 million U.S.) annual subsidy on the Company’s application for a new energy vehicle pilot program in Jinhua City. Together with the Jinhua city government subsidy, a total of RMB 30 million ($4.6 million U.S.) per year in government subsidies to residents is available for the purchase Kandi clean energy vehicles through 2012
  • Hosted a visit from Mr. Liang Nie, general manager of Dayou Technology Development Company, the State Grid subsidiary responsible for the development and operation of battery charging and changing facilities in the city of Hangzhou
  • Displayed a variety of EVs at the 13th Zhejiang Investment and Trade Fair and the 10th China International Consumer Goods Fair, which were held in Ningbo
  • Signed a strategic cooperation agreement with State Grid affiliate Hangzhou Electric Vehicle Service Co., Ltd., for the launch of a 20,000 pure EV pilot program for Hangzhou residents through the end of 2012

In addition, the Company took steps to strengthen corporate governance and build shareholder value by:
